Vieques Resident and Merchant Registration

Soy Isla” is the digital system of the Municipality of Vieques through which residents and merchants of the island municipality are registered, evaluated, and certified as bona fide. Its purpose is to enable the application of a discounted fare when purchasing ferry tickets through Puerto Rico Ferry.Soy Isla

Once a person has been validated and certified, the system allows that information to be used to automatically apply the discount within Puerto Rico Ferry’s systems.

The result of this process is a digital certificate confirming that a person qualifies for a discounted fare when purchasing ferry tickets to and from Vieques.

Important!

  • The certificate issued serves as the official mechanism through which eligibility for the discount is recognized in Puerto Rico Ferry’s systems. Without valid certification, the discount cannot be applied at the time of ticket purchase.

    How does the Ferry discount work?

    Once your request is approved:

    • You will receive an email with your Digital Certificate.
    • You may print the certificate for your personal use.

    Your certificate information will be securely shared with Puerto Rico Ferry so the discount is automatically applied when purchasing tickets.

    If needed, the certificate may be used as alternative proof of eligibility.

    Use of email

    When completing your Soy Isla application, it is very important that you use the same email address associated with your Puerto Rico Ferry account (or the one you plan to use).

    Your email address, along with your first and last name, is one of the primary identifiers used to verify your identity and correctly link your certification to the ferry ticketing system.

    If the email address does not match in both systems, the resident discount may not be applied correctly, even if you have already been validated and certified.

    Types of Requests

    "Soy Isla" manages two different processes, each with its own evaluation:

    Individuals who permanently reside in the Island Municipality

    Bona Fide Resident Process
    The resident process is designed to be streamlined and largely automated whenever the available information allows.

    Requested Data

    To complete the application, you will be asked to provide the following:

    • First and last name
    • Date of birth
    • Email address
    • Phone number
    • Physical address in Vieques
    • Driver’s license number (if applicable)
    • Dependent information (if applicable)

    Request and Validation

    Automatic validation will occur when:

    • The driver’s license is valid.
    • The license reflects residency in Vieques.

    When these conditions are met, the system validates the information and streamlines the process.

    At this stage, additional documents may be requested, if necessary, to confirm residency.

    Dependents

    A dependent is a person who may be included under the certificate of a primary resident and may belong to one or more of the following categories:

    • Minor children
    • Minors under legal guardianship
    • Persons with disabilities under legal guardianship
    • Individuals in the custody or legal care of the applicant

    Dependents are included in the primary resident’s certificate and are evaluated based on the information provided.

    Resident Certification

    Once the request is approved:

    • A Bona Fide Digital Resident Certificate is issued.
    • The certificate has an expiration date.
    • It may include dependents.
    • It enables the application of the ferry fare discount.

    Bona Fide Merchant Process

    The merchant process is administrative and evaluated by the Municipality.

    Requested Data

    To complete the application, you will be asked to provide the following:

    • Merchant information (individual or legal entity)
    • Legal name and/or business name
    • Email address and phone number
    • Merchant Certificate issued by the Department of Revenue (Form SC 2918)

    List of employees or authorized individuals who will receive the discount, including:

    • First and last name
    • Date of birth
    • Identification (driver’s license or passport)

    Evaluation and Certification

    The Municipality reviews the application and validates the following:

    • The commercial relationship with the Island Municipality
    • Merchant information
    • The list of individuals associated with the business

    Merchant Certification

    Once the request is approved:

    • A Bona Fide Merchant Certificate is issued.
    • The certificate may include authorized employees.
    • It enables the application of the ferry fare discount for certified individuals.
